Cincinnati Bengals -- Signed first-round pick LB James Francis to a five-year contract; waived eight-year veteran WR-PR Mike Martin, formerly of Eastern High School.

New York Jets -- Agreed to contract terms (undisclosed) with RB Johnny Hector, their leading rusher last season with 702 yards.

Dallas Cowboys -- Signed CB Stan Smagala, fifth-round pick from Notre Dame; CB Kenneth Gant, ninth-round pick from Albany State; and LB Dave Harper, 11th-round pick from Humboldt State.


NHL -- Announced that Edmonton Oilers and St. Louis Blues will join West German champion Dusseldorf EG in three-game tournament in Dusseldorf Sept. 6-8, marking first appearance by league teams in West Germany.

Buffalo Sabres -- A New York appeals court upheld a decision that dismissed Richard Martin's lawsuit charging the team with misdiagnosing a knee injury that ended his career.


World Cup -- First event of the season, men's slalom and giant slalom at Mount Hutt, New Zealand, has been postponed one week, until Aug. 6-9, because of lack of snow.


Dallas Mavericks -- Reached contract agreement with second-round pick Phil Henderson of Duke and Bob McCann, who appeared in 10 games last season.


Forestville -- Named Rayford Petty football coach; seeks assistant football coaches and girls volleyball coach.


Golf -- Paul Azinger will conduct 45-minute clinic and play a round at the new Bay Club in Berlin, Md., July 29. The clinic starts at 12:15; admission is free.
