BOAT SAFELY: Labor Day weekend is either the first- or second-most-popular boating time of the year, depending how the weather compares to Memorial Day. With the hordes out again, the lobbying organization BOAT-U.S. issues a plea for sensible behavior.

DUCK DILEMMA: The Northern Virginia organization Hunters Alert again is challenging what it contends are efforts to limit duck hunting off the Potomac's Virginia shore below Wilson Bridge. The group claims new state Game Department proposals would allow nonhunting waterfront landowners to license hunting blinds off their shores, preempting the space so others cannot hunt.

For information on the ongoing dispute, write Hunters Alert at 8924 Battery Rd., Alexandria. Va. 22308.

SLAP SHOTS, ANYONE?: Fairfax County Park Authority will open an adult lunchtime ice hockey program Friday at Mount Vernon Recreation Center.
