Don Majkowski, the "Majik Man" who quarterbacked Green Bay from 4-12 to 10-6 last season with his last-minute heroics, waited until five days before the season to agree to a contract and report to the Packers.

Majkowski's agent, Randy Vataha, said the contract will pay him at least $1.5 million, and possibly $2 million with incentives. "Once everything is done, both sides are glad it's over," said Majkowski, who is arrived in Green Bay last night and is supposed to sign today. "I hope there are not hard feelings."

Coach Lindy Infante said second-year man Anthony Dilweg will remain the starter Sunday against the Rams.

Majkowski ended his 45-day holdout on a busy day for NFL teams. Many claimed back players they had waived Monday after conforming with the often-confusing injured-reserve rules. Players put on injured reserve after the 47-man roster is set can be brought back during the regular season and playoffs. Anyone cut before the roster is set must miss the entire season and can't practice with the team.

Vikings: The Vikings claimed two of the biggest surprises from Monday's cuts -- former Eagles wide receiver Cris Carter, 24, and ex-Buccaneers kicker Donald Igwebuike, 29 -- off waivers. Carter caught 45 passes for 605 yards and 11 touchdowns last year. The Vikings reclaimed fullback Jesse Clark.

Giants: Dave Duerson, 29, the former all-pro safety cut last week by Chicago, signed as a replacement for strong safety Adrian White, out for the season with a knee injury. "This is just the right situation for me," said Duerson. "I like the style of defense they play. It's the style the Bears had in their glory days."

The Giants put rookie kicker Matt Stover, who said he injured a groin muscle on the final extra point in the final exhibition, on injured reserve.

Jets: Freeman McNeil, 31, the team's all-time leading ground-gainer, risked on waivers on Monday, was reclaimed.

Cowboys: Emmitt Smith, picked 17th in the draft, joined the team after threatening to return to the University of Florida, which he left after his junior year. That leaves tight end Eric Green of the Steelers as the only first-round selection unsigned.

Tony Dorsett offered this solution to the team's problems: bring him back. "They don't have a running back out there that can do what I can do," Dorsett, 36, said in yesterday's editions of the Dallas Times Herald. "Emmitt's no Tony Dorsett."

Rams: Los Angeles's hopes to reclaim veteran quarterback Mark Herrmann, whom they had waived Monday, and use him with Chuck Long to back up Jim Everett, went awry when the Colts claimed him. "It's very disappointing to us," said Coach John Robinson. "We hated to lose Mark. He's a great guy . . . . But we didn't have a lot of options available to us" because of injuries.

Herrmann wasn't exactly happy, but he lives in Indianapolis and, he added, "At least I still have a job."

Cardinals: Coach Joe Bugel expects a welcome of the worst kind Sunday in Washington. "I know what to expect back there," said Bugel, hired Feb. 6 by Phoenix after nine seasons as Washington's offensive line coach.

"Those guys back there are friends. You know what you do to friends, don't you? You try to shove the football up their rear ends."

The Cardinals are an 11 1/2-point underdog going into RFK Stadium, where they haven't won since 1978.

Lions: Pro Bowl nose tackle Jerry Ball, who had been seeking to renegotiate his contract, showed up at the Pontiac Silverdome following a 47-day holdout, saying the Lions had promised to talk about an extension later. "Not much really happened," said Ball, who will be fined $70,000. "There was no contract signed, no extension or no bonus. That's the way it is."

Dolphins: Miami added two former No. 1 draft picks: Veteran guard Roy Foster ended his holdout by signing a one-year contract and linebacker Clifford Charlton, the Brown's first pick in 1988, was claimed off waivers.
