FINAL MOVES: Jon Koncak and Glenn Rivers will defer part of their salaries so the Hawks can sign Sidney Moncrief.

Koncak deferred $500,000 of his $1.5 million salary and Rivers $100,000 of his $1.1 million to enable the Hawks to remain under the NBA salary cap of $11.87 million in signing Moncrief for $510,000. The $510,000 is about half what the Bucks paid Moncrief in the 1988-89 season. He retired last year, but came back when the Hawks invited him to their camp. Koncak and Rivers will get the money back in deferred payments in several years. . . .

The Nuggets waived F Randy Allen. . . . The Rockets waived Gs Byron Dinkins and Roy Marble and put Fs Buck Johnson and Matt Bullard on the injured list. . . . The Cavaliers waived F Riley Smith and put C Milos Babic (arthritic right ankle) on injured list. . . . The Knicks put G John Starks (sprained right knee) and F Kenny Walker (sprained left knee) on injured list. . . . The Heat put rookies Keith Askins (left heel stress fracture) and Alan Ogg (inflamed membrane in left leg) on injured list. . . . The SuperSonics put 13-year C Dave Corzine (knee surgery last year) on injured list. . . . The Kings put Anthony Bonner (stress fracture in left foot) on the injured list and signed Rick Calloway, G-F from the University of Kansas who was Spurs' last roster cut. . . . The Lakers put rookie forward Irving Thomas (strained back) on the injured list.

MORE BUCKS: Milwaukee guard Alvin Robertson, who wants his contract renegotiated or extended, walked out of practice this week but is expected to play in tonight's opener in Detroit.

"We expect him to honor his contract and start playing," said John Steinmiller, the Bucks vice president of business operations.

AGUIRRE & DEFENSE?: Mark Aguirre's improved defense and Dennis Rodman's tendinitis could enable Aguirre to start for the Pistons tonight.

"I'm leaning toward Mark right now," Coach Chuck Daly said. "He's really picked up his defensive game in Rodman's absence -- both in rebounding and one-on-one defense. I've been very pleased."
