Andy Benes returned to the Cardinals yesterday, agreeing to a three-year, $18 million contract, and the Devil Rays, trying to add pitching to their newly acquired power, signed free agent RHP Juan Guzman to a two-year contract.

Guzman, 33, was a combined 11-12 with a 3.74 ERA in 33 starts for Baltimore and Cincinnati. The Devil Rays, who also signed OF Greg Vaughn last month, had pursued free agent pitchers Aaron Sele and Steve Trachsel. Earlier yesterday, Sele reached agreement with the Orioles.

The Devil Rays also signed LHP Norm Charlton, 36, to a minor league contract that will pay him $500,000 if he makes the major league club. Charlton has pitched for several teams, including the Orioles.

Benes, 32, was 18-10 on the Cardinals' NL Central championship team in 1996. He was 13-12 last season with the Diamondbacks.

* MOVES: Free agent IF-OF F.P. Santangelo agreed to a $1.6 million, two-year contract with the Dodgers, and RHP Darren Dreifort avoided arbitration by agreeing to a $3.7 million, one-year deal. . . . RHP Brian Williams, a seven-year veteran reliever who pitched for the Astros last season, agreed to a $600,000, one-year contract with the Cubs. . . . LHP Pedro Borbon and the Blue Jays avoided salary arbitration when they agreed to an $800,000, one-year contract. . . . The Angels, without an established second baseman, signed three. Scott Spiezio, cut by Oakland last month, agreed to a one-year contract, and Pat Kelly and Jason Bates agreed to minor league deals.
