Hideo Nomo agreed yesterday to a $1.25 million, one-year contract with the Tigers that gives him the chance to earn an additional $3.25 million in performance bonuses.

The 31-year-old RHP went 12-8 with a 4.54 ERA and 161 strikeouts in 176 innings last year with the Brewers.

* SAFECO SQUABBLES: The Mariners have only themselves to blame for $100 million in construction overruns at Safeco Field, according to a report issued by the stadium authority. The 45,600-seat ballpark that opened in July cost $517 million because of design changes and an accelerated construction schedule demanded by the Mariners, according to the report. Club officials have said they might go to court to recover some of the additional costs.

* FERNANDEZ TO JAPAN?: Veteran IF Tony Fernandez is expected to sign with a Japanese team early next week. The 37-year-old free agent hit .328 last year for the Blue Jays with 75 RBI.

* METS' MOVES: LHP Bill Pulsipher (Fairfax High School) was reacquired by the Mets from the Brewers for IF Luis Lopez. Pulsipher, 26, was 5-6 with a 5.98 ERA last year. He is 13-17 lifetime and was one of the Mets' most promising players before developing elbow problems. . . . Free agent OF Curtis Pride (Kennedy High) signed a minor league contract with the Mets.

* OTHER MOVES: The Pirates signed LHP John Smiley, out the past two seasons after breaking his arm, to a minor league contract. . . . Former Yankees 1B Don Mattingly will return to the team this year as a spring training instructor, according to a published report.
