Free agent S David Terrell, who spent his first four NFL seasons with the Redskins, was signed to a one-year, $535,000 contract by the Raiders. Terrell, 28, was a starter for Washington in 2001 and 2002 but backed up Matt Bowen and Ifeanyi Ohalete last season and fell into disfavor with Washington's previous coaching staff. A good special teams player, he'll rejoin his first NFL coach in Washington, Raiders Coach Norv Turner.

Meantime, RB Troy Hambrick, released by the Cowboys last week, signed a one-year contract with Oakland. Hambrick, 27, led the Cowboys with 972 rushing yards last season as the successor to NFL career rushing leader Emmitt Smith, but lost his starting job when Dallas used a second-round draft choice last month on Notre Dame tailback Julius Jones.

* STEELERS SIGN TWO: Two sixth-round draft picks, Penn State TE Matt Kranchick (194th overall), and Stanford C Drew Caylor (Bethesda-Chevy Chase High), the 197th pick, agreed to three-year deals. Kranchick received a $60,000 signing bonus and minimum salaries totaling $920,000, and Caylor received a $56,000 signing bonus along with minimum salaries. They are the first two selections in last month's draft to sign.
