A developing Nor’easter off the mid-Atlantic brings a gradually increasing chance of rain Wednesday with best odds in the afternoon (up to about 50-60 percent) and along/east of I-95. It’s cold and breezy, with highs in the low 40s. Rain (60 percent chance) *may* mix with or change to snow Wednesday night, with lows 32-36. The best chance of snow is northwest and west of the District, especially at elevations above 1,000 feet. The chance of accumulating snow is low. Winds increase, becoming gusty out of the north.
