Dulles customs agents arrest Maryland man accused of sexually assaulting minor

A Maryland man wanted on charges of sexually assaulting a 15-year-old girl was arrested Monday after turning himself in to customs agents at Dulles Airport.

Justin Ray Dutcher, 25, of Chester, Md., turned himself in after getting off a flight from Turkey, the Associated Press reported.

Dutcher is accused of engaging in a sexual relationship with the girl, a student at the martial arts academy he owns in Stevensville, on Maryland’s Eastern Shore.

His attorney, Daniel Rosendale, told the AP that the relationship was consensual and that the girl was a few months away from turning 16, which is the age of consent in Maryland.

Dutcher had been free on bond and scheduled for trial in August, but panicked and fled the country, Rosendale said. Rosendale said he expects to arrange a plea deal.
