Ice cream shop owner charged with sexually assaulting teen boy

A 41-year-old ice cream shop owner and former Dumfries police officer is facing 23 counts of sexually assaulting a teenage boy more than a decade ago, reports Inside NoVa.

Joseph Ruhren, of Triangle, was arrested Wednesday after an 18-month police investigation.

The victim, now a 27-year-old Frederick man, alleges that Ruhren sexually assaulted him between 1996 and 2001, when he was between 12 and 16 years old.

The charges include 12 counts of forcible sodomy, four counts of indecent liberties, four counts of carnal knowledge of a minor, two counts of crimes against nature and one count of aggravated sexual battery, according to Inside Nova.

The Web site reports that Ruhren was a police officer in Dumfries at the time of the assaults and is currently the owner of a popular ice cream shop, JoJo’s Original Soft Serve.
