Man shot at D.C. apartment complex identified

A man who was shot and killed Tuesday afternoon in Southeast Washington has been identified as a 36-year-old from Prince George’s County, according to D.C. police.

Joe Roosevelt Richbow, of Upper Marlboro, was pronounced dead inside an apartment in the 2400 block of Elvans Road, which runs alongside Suitland Parkway, police said in a statement.

District police said the shooting occurred about 2:30 p.m. They did not say who called police or whether they had any suspects or motive.

The department is offering a $25,000 reward for information leading to an arrest and conviction.
