Detectives need to identify the man and speak with him, police said Monday.

Early the morning of Dec. 3, police were called to Whetstone Drive, where they found the body of Cesar Smith inside an apartment. An autopy showed he had been stabbed.

“Investigators still believe that this crime was not random and that the victim and suspects may have had some association,” police said in a statement. “However, detectives are unable to confirm the type of relationship at this time.”

Police ask anyone who may recognize the subject to call 240-773-5070. Those who want to remain anonymous can call 1-866-411-TIPS (8477).
