A passenger on the bus that crashed, killing four people in Virginia Tuesday, was arrested because he allegedly refused to stop taking photos of the wreck while standing in a busy I-95 travel lane, Virginia State Police said.

Police said they feared the man, who was a passenger on the bus when it crashed in Caroline County, might cause another accident and directed him away from the scene.

The bus ran off I-95 about 30 miles north of Richmond and overturned.

The man repeatedly refused the officers’ order and struggled with troopers, according to police. He was subsequently charged with obstruction of justice and resisting arrest.
