Second man charged with murder in 2011 D.C. stabbing

A Capitol Heights man has been charged with murder in a June 2011 fatal stabbing in the District, marking the second arrest in the case.

Police responded to the 2600 block of Douglas Road SE about 1:22 a.m., finding Charles Hicks, 53, of Southeast, suffering from stab wounds. Hicks was pronounced dead at a hospital, police said.

On Wednesday morning, authorities arrested Eric Jerome Payne, 30, of Capitol Heights, charging him with second-degree armed murder in the case.

In August, police charged Terrance McNeal, 31, of Southeast, with second-degree murder while armed in Hicks’s death.
