A third arrest was made Monday in the fatal shooting last month near Howard University and the route of the Caribbean festival parade, D.C. police said.

The department said Terrance Marquis Bush,19, of Northeast Washington, was arrested on a warrant charging him with second-degree murder while armed.

The arrest was in the death of Robert Foster Jr., who was killed June 25 in the 700 block of Gresham Place NW. Police said the shooting had nothing to do with the parade or the university.

Police have described Foster, 43, as an innocent bystander who was shot during an outbreak of gang violence.
