The 38-year-old Arlington woman felt someone or something touch underneath her skirt near the back of her thigh shortly before 8 p.m, police said.

The woman told officers she turned abruptly and saw a man jump away from her. At the same time, she said she saw a bright flash, as from a camera.

The man turned and walked briskly away and the woman notified Target security immediately, police said. Police officers were also called to the scene.

Surveillance video from the store, which is in the 5100 block of Leesburg Pike, confirmed the woman’s story and captured an image of the alleged suspect, police said.

The suspect is described as a Hispanic man, 25 to 35 years old, 5’5’ to 5’8” tall and 155 to 170 pounds. He was last seen getting into the passenger side of a white box truck, police said.
