Congressional Republicans and the Obama administration were in agreement on the main topic of a House Armed Services Committee Hearing: Neither wants the mandatory sequestration to go into effect at the end of the year.

But not much progress was made at the hearing on a plan to avoid the cuts.

Jeffrey D. Zients, acting director of the Office of Management and Budget, is advising that agencies should strike a balance between preparing for possible cuts while avoiding too much early action and causing a “self-sequester.”
