A Senate panel will open a window Tuesday on the Senior Executive Service, the top echelon of federal managers. Federal Diary columnist Joe Davidson has a column on the SES in Tuesday’s paper and will be heading to Capitol Hill to cover the hearing held by the Senate’s federal workforce subcommittee. The SES has just 7,000 managers -- political and civil service appointments.

They’re some of the highest-paid people in government, with salaries ranging from $163,000 to almost $180,000. But many managers at the top of the GS scale don’t want to apply for SES, because their salaries --with more responsibility overseeing more employees -- often end up being less than they make as GS-14s and 15s because of pay compression. Performance bonuses are pretty much guaranteed, though.

Concerns about management at their agencies are often cited by federal workers responding to surveys on the best and worst places to work in the U.S. government.
