A look back at Allen and Kaine as Virginia governors

Before they were rivals in the hard-fought race for the U.S. Senate, George Allen (R) and Timothy M. Kaine (D) were governors of Virginia.

Allen achieved sweeping government reforms, including abolition of parole, during a booming economy. Two decades later, Kaine led the state through two crises: an economic meltdown and the mass shooting at Virginia Tech.
