While presumed Republican presidential candidate Mitt Romney will be in Virginia this weekend for Liberty University’s graduation, his one-time rival Herman Cain will be here, too.

Cain and U.S. Rep. Scott Rigell (R-Va.) will speak at the Second District Republican Convention in Virginia Beach on Saturday.

Cain will headline a low-donor fundraiser for Rigell’s birthday later that night that will be attended by hundreds of supporters, according to Second District GOP Chairman Gary C. Byler. (The congressman actually turns 52 on May 28).

Cain, an Atlanta businessman known for his 999 plan, is no stranger to Virginia. He has signed copies of his book at Liberty and spoke at the Family Foundation’s annual gala in Richmond.

Rigell faces Virginia Beach businessman Paul Hirschbiel (D) in a race that national Democrats have identified Paul Hirschbiel as one of their possible pickups this fall.
