The Virginia General Assembly will end its 60-day session Saturday without passing a state budget.

Legislators said Friday that they will probably not pass a two-year, $85 billion spending plan after Senate Democrats voted twice against the budget.

Legislators will return for a special session to complete the budget after a handful of negotiators from both parties try to hash out a compromise.

If they are unsuccessful before the start of the fiscal year July 1, a partial government shutdown is possible.
