The Obama administration said it would create or save 65,000 jobs with a clean-energy loan guarantee program formed two years ago. That estimate was later downsized to 60,000. So far, with almost half the $38.6 billion program’s funds distributed, it has created just over 3,500 new, permanent jobs, according to the Energy Department.
