State governments and local municipalities across the country are pushing banks to take responsibility for the upkeep of foreclosed homes. Local officials say that banks are neglecting foreclosed houses, leading to increased crime and devalued home prices.
Many foreclosed homes in Tampa sit idle, and their deterioration creates county code violations.
