House Majority Whip James E. Clyburn (D-S.C.) re-introduced this bill in 2019 with Sen. Cory Booker (D-N.J.). The proposed legislation has yet to make it out of committee. It would expand the 10-20-30 formula created after the Great Recession to help high-poverty urban areas and include federal funding for education, housing and other programs.
