Capture Higher Ed contract

Colleges pay tens of thousands of dollars for contracts with outside consulting companies that collect and analyze data about prospective students. One of these contracts, the University of Wisconsin-Stout's agreement with web tracking company Capture Higher Ed, is below. 

At the bottom of page 2 (Section 3.A), the company describes how it plans to collect "without limitation" students' and prospective students' personally identifiable information.
