Democrat Mike Levin has beaten Diane Harkey, a Republican, in the race for the House seat representing California's 49th Congressional District, currently held by Republican Darrell Issa.
With all precincts reporting, Levin has 56.4 percent of the vote, followed by Harkey with 43.6 percent.
Issa has represented the district in the House since 2003.
Democrats have gained a majority in the House, with 234 seats in the next Congress. In California, 52 of 53 House seats have been decided; six switched hands, all going to Democrats.
The number of votes cast for Democrats in House races has increased 52.0 percent from the 2014 midterms, compared with an increase of 25.1 percent for Republicans.
The district went for Democrat Hillary Clinton in 2016 by a margin of 7.5 points. Clinton won California by 30 points.
