One Senate seat is up for election in Vermont, held by an independent incumbent who caucuses with Democrats. Voters will also choose a representative for one at-large House seat, held by a Democrat. Former presidential contender Bernie Sanders (I), who caucuses with Democrats, is favored to win a third term. He won the Democratic primary but declined the nomination and is running as an independent (he did the same in 2006 and 2012). Lawrence Zupan was chosen by the state Republican Party after another candidate decided to run for secretary of state.
Congress this week is poised to pursue two diverging strategies for ending the partial government shutdown, but it is far from clear how Republicans and Democrats will reconcile their differences and reopen the government.
