One Senate seat is up for election in Vermont, held by an independent incumbent who caucuses with Democrats. Voters will also choose a representative for one at-large House seat, held by a Democrat. Former presidential contender Bernie Sanders (I), who caucuses with Democrats, is favored to win a third term. He won the Democratic primary but declined the nomination and is running as an independent (he did the same in 2006 and 2012). Lawrence Zupan was chosen by the state Republican Party after another candidate decided to run for secretary of state.
Democrats made significant gains at the state level in 2018 and in local elections this fall, particularly in Philadelphia’s suburbs, where they won control of the Delaware County Council for the first time.
