A small gyrocopter landed on the West Lawn of the Capitol Wednesday. Doug Hughes, a 61-year-old mailman from Florida, departed from near Gettysburg, Pa. To get to the Capitol, Hughes had to fly through three flight restriction areas. Read related story.
Within the Special Flight Rule Area, all air traffic must provide a flight plan, broadcast a specific electronic code and maintain radio contact with air-traffic controllers.
The Flight Restriction Zone is closed to most air traffic unless authorized by the FAA.
Finally, the No-Fly Zone covers the Mall and Naval Observatory in the District.
