RETURNING SHOW: A dozen celebrities take up residence on a new edition of “Dancing With the Stars” (ABC at 8 p.m.), as Season 16 begins with a mix of competitors including singers (Wynonna Judd, Kellie Pickler), athletes (Dorothy Hamill, the Baltimore Ravens’ Jacoby Jones) and reality stars (“Bachelor” Sean Lowe, “Real Housewives” cast member Lisa Vanderpump).
RETURNING SHOW: It’s the beginning of the end for “Secret Life of the American Teenager” (ABC Family at 8), which starts the last half of its fifth and final season. SERIES PREMIERE: The miniseries “Top of the Lake” (Sundance at 9), which stars Elisabeth Moss as a detective who investigates a case involving the disappearance of a 12-year-old, is previewed by Hank Stuever on Page C1.
The documentary “American Winter” (HBO at 9) profiles eight families from Oregon who, in the winter of 2012, were forced to call the state’s 211 social services hotline for help. Each family struggles with a combination of economic and health-care issues.
SERIES PREMIERE: Ever wonder how Norman Bates grew up to be the terrifying man of Alfred Hitchcock’s “Psycho” film? The miniseries “Bates Motel” (A&E at 10) attempts to explain as it goes back to when Norman (played by Freddie Highmore) was a teenager.
FINALE WATCH: The ratings for Season 1 of “Deception” (NBC at 10) haven’t been great, so no one knows if all the mysteries will be solved — in any case, new information surfaces in the finale, and the police reopen Vivian’s murder case.
