D.C. police have arrested a Baltimore man and charged him with sexually assaulting two women a week apart in July in an underground parking garage near Gallery Place, authorities said.
Police said they think other attacks in the area may be connected, and are urging women who may have been assaulted around Ninth and F streets NW to call the department’s main number, 202-727-9099, or the sex assault unit at 202-727-3700.
D.C. police said they arrested Russell C. Jones, 51, on Wednesday and charged him with two counts of misdemeanor sexual abuse.
The attacks occurred July 14 and July 22, one shortly after 1 a.m., the other about 2:15 a.m., in the same garage at Ninth and F streets, according to police. In each case, women said they were approached from behind, had their dresses lifted and were touched inappropriately.
Police said they kept a close watch on the garage and saw a man fitting the victims’ description July 28. He told detectives that he had driven down from Baltimore, stopping to gamble in Anne Arundel County, and then dropped off his sister in Hyattsville.
Authorities let him go and continued their investigation, but obtained an arrest warrant and picked him this week.
A D.C. Superior Court judge freed Jones until his next hearing, which is scheduled for May 28. Jones was ordered to seek drug and alcohol treatment, and to stay away from a four-block area around Gallery Place, according to court records.
Maryland court records show several misdemeanor arrests for Jones and two convictions for sexual assault — one in Baltimore in 1998 and another in Anne Arundel in 2002. In both cases, he was sentenced to a year in jail.
Jones also is a registered sex offender in Maryland.
