D.C. police charged two adults with second-degree cruelty to children after two toddlers were found alone inside a car in Northwest Washington, authorities said Sunday.

Police arrested a man and a woman — identified as Christophe Lucas and Jennie Chang — following the discovery Saturday afternoon, said Officer Paul Metcalf, a department spokesman.

Metcalf said someone telephoned police around 3:44 p.m Saturday to say that two toddlers were inside a car in the 1100 block of 23rd Street NW.

The relationship between the pair and the children was not immediately clear, Metcalf said.
