Police make arrest in death of Northeast D.C. man following July altercation

A 25-year-old D.C. man has been arrested in the death of a man who was found lying unconscious on a Southeast Washington street in July, according to the D.C. police department.

Howard Bruce Randolph, 21, of Southeast Washington, has been charged with involuntary manslaughter. He was arrested Monday by the National Capital Fugitive Task Force, said Officer Araz Alali, a D.C. police spokesman.

Police have been investigating the death of Rayshawn Hailstock, 21, of Northeast, since he was found July 2 in the 2300 block of Alabama Avenue SE. He died at an area hospital. Police said initially that they had found Hawkins after responding to a call for a fight.
