Prosecutors have declined to pursue charges against a Silver Spring man arrested last week in connection with a 1994 slaying, according to the U.S. attorney’s office.
D.C. police said Thursday that Frank Joseph Williams IV, 41, had been charged with first-degree murder in connection with the shooting death of 29-year-old Kevin Spencer Proctor of Northeast. But prosecutors reviewed the case and decided not to move forward pending further investigation, said Bill Miller, a spokesman for the office of the U.S. Attorney for the District of Columbia.
D.C. police spokeswoman Saray Leon said the department has no comment on the case.
The shooting happened Oct. 15, 1994, near the intersection of Ogelthorpe Street NE and Riggs Road NE, according to authorities. Police said Proctor was taken to a nearby hospital, where he was pronounced dead.
