D.C. shooting victim identified

D.C. police have identified a man who was fatally shot Saturday near Howard University as Robert Foster Jr. of Northwest Washington.

Foster, 43, was shot about 5 p.m. in the 700 block of Gresham Place NW. He was one of four victims in the shooting, which occurred near a thoroughfare where thousands of people had watched or taken part in the weekend’s Caribbean Carnival. Officers said the shooting had no connection to the festival or the university and might have stemmed from a neighborhood issue.

The parade had largely passed when the shooting started. About 20 shell casings from at least two guns were found, and a gun was found near Gresham Place, police said.

Police could not confirm the conditions of the two women and man who were also shot.
