New diagnoses of HIV/AIDS in the District declined again in 2009, according to a new report, but officials caution that this does not herald an end to the epidemic. More than 3 percent of D.C. residents older than 12 are living with HIV or AIDS, including 7.4 percent of residents in their 40s.
