Hogan backs 'lockbox' for state's casino funds

Gov. Larry Hogan (R) plans to introduce legislation similar to a bill proposed by Democrats last month that would require the state’s share of casino money to be spent on K-12 public education. The Democrats’ proposal includes a constitutional amendment that would need voter approval, while Hogan’s bill does not.

The state promised to allocate casino money to schools when voters approved a constitutional amendment that allowed slot machines starting in 2008 and table games starting in 2012. But the amendment did not require that the revenue be spent that way.

Hogan said his bill would increase education spending by $4.4 billion over the next 10 years, with $1 billion dedicated to school construction. The measure proposed by Democrats would require the state to gradually increase its funding by $500 million above current funding formulas.

Police probe death of man in Centreville

Fairfax County police said they are investigating a homicide after a man’s body was found with upper-body trauma in a Centreville residential neighborhood Wednesday morning.

Officers responded to a call in the 13000 block of Jeb Stuart Square about 5:15 a.m., after a delivery driver reported finding an “unresponsive man on the street,” police said. The man was pronounced dead there.

Police said they are working to identify the man and how he died. It is unclear how he ended up at that location, and police have not said whether the death was the result of a robbery, domestic incident or something else.

According to police, the man was 5-foot-6 to 5-foot-8 and was wearing a black sweatshirt with a design featuring a skull and snake. They asked anyone who recognizes the design to call detectives.

No arrests have been made.

Teen assaulted by stranger in Leesburg

A 13-year-old girl was assaulted by a stranger in the Leesburg area last week, police said.

The incident happened about 4:30 p.m. Feb. 7 in the 100 block of Fort Evans Road in the Fox Chapel condominium complex. A man assaulted the girl, and had been seen in the neighborhood asking “various residents for a ride,” according to Leesburg police.

The suspect is described as a light-skinned man, roughly 5-foot-6 to 5-foot-8. He was wearing blue jeans, a gray sweater, and black-and-green Nike sneakers.
