The vehicle had run out of gas, and the man was struck a few minutes after 3 a.m. while on the right shoulder trying to fill it, the Park Police said.

The incident occurred in the southbound lanes of the parkway, south of the Capital Beltway, said Sgt. Roselyn Norment, a Park Police spokeswoman. The site is in the Greenbelt area.
