A young man who was found dead inside a vehicle on a residential street Thursday afternoon in Southeast Washington had been shot, and his death was ruled a homicide, according to D.C. police.

The victim was identified as Noel Prince Nicol of Silver Spring, Md.

Police said officers found the body about 4:18 p.m. after responding to a call for an unconscious person in the 2000 block of Savannah Place SE, in the Douglass neighborhood.
