Coming up today in the D.C. region:

D.C. Council swearing-in: The D.C. Council is convening for a new session today. Council members will be sworn in at 10 a.m.

Metro elevators: Elevators at the Bethesda Metro station are due for an inspection today. They are expected to reopen Friday after a seven-month rehabilitation.

Emancipation Proclamation: Limited edition stamps marking the 150th anniversary of the document’s signing go on sale today.

Basketball: The Washington Wizards will face off against the Indiana Pacers at 7 p.m.
