A road map for reducing emissions

The economic recession and a turn to natural gas for electricity production have caused a dip in greenhouse gas emissions, but the temporary decline isn’t enough for the United States to meet its pledged reduction of 17 percent by 2020, according to the World Resources Institute, which recommends an ambitious approach to tackling emissions.
