Noting that education would be “a secondary concern” for a Republican president and that “some caution is required in “divining Romney’s core beliefs,” he concludes: “The safe bet is that a President Romney would keep much of the same substantive agenda as Obama, but would do so with a lighter touch, less spending, and more emphasis on choice.“
Hess does mention, of course, that one of the biggest areas where the two men disagree is on vouchers; Romney wants to create vouchers across the country and Obama doesn’t. It’s a big, big difference.
