There are tracks and pedestrian bridges sprouting out of the median of the toll road and Greenway. Eventually, officials in Loudoun County hope there will be commercial, retail and residential development to match. According to project officials, who briefed the board of directors of the Metropolitan Washington Airports Authority on the project during their monthly meeting Wednesday, the second phase of the line is set to open for passenger service in 2020. Thanks to a very robust contingency fund, the project remains within its $ 2.7 billion budget.
MWAA is overseeing construction of the project, which will eventually been turned over to be operated and maintained by Metro. The lead contractor is Bethesda-based Clark Construction working with other partners as Capital Rail Constructors.
Here are other elements from Wednesday’s briefing that may be of interest. Note the dollar figures are accurate as of the most recent reporting period, August.
- As of August, the project is two years from “substantial completion” — a milestone that signals the beginning of a review period before the project can be handed over to Metro for testing and review.
- More than half of the project’s $2.7 billion budget has been spent; Roughly one-third of the $551.5 million contingency has been used, including $95 million to pay for a 13-month delay.
- More than 6,200 workers have put in more than 5 million hours on the project. The bulk of those workers have come from Virginia, 58.3 percent; Maryland: 25.2 percent; other states: 13.2 percent; and the District: 3.4 percent. Nearly half of the workers are Hispanic.
- Design and construction on the second phase is approximately 67.1 percent complete.
