Telework is the buzzword in government for how to make your employees happy and efficient, and the Obama administration has been promoting it to slow but growing effect.

But an experiment by the Office of Personnel Management to allow employees to work really independently — from home, a Starbucks or other venue outside the office — was apparently a failure.

The Results-Only Work Environment program gave OPM employees near-complete autonomy in 2010. But work quality nose-dived for some, and managers failed to give employees enough feedback, according to a report done for OPM last year by the consulting firm Deloitte.
