• The U.S. Chemical Safety Board issued a series of recommendations Thursday to address an almost total void in regulations protecting government contract workers who handle fireworks disposal.

The proposals came as part of a report in response to a tragic 2011 accident that killed five workers dealing with seized fireworks in Hawaii.

• Federal Diary columnist Joe Davidson wrote that the GOP wants a quick vote on a bill to extend the freeze on federal pay rates.

• President Obama is expected to nominate deputy national security adviser Denis McDonough as his new chief of staff, according to a report from David Nakamura.

McDonough is a close Obama confidant who served in his Senate and campaign offices in the past.

• The Post featured a list of articles on gun control today, including a piece about Obama’s latest proposals, an article explaining how the president is rallying support for his ideas and a story about how the NRA has flexed its muscles in various states over the past 20 years, not to mention an item about the president evoking the Constitution for his cause.
