Defense Secretary Leon Panetta said Thursday that he has told managers to freeze civilian hiring, cancel and delay some contracts, curtail training and some maintenance and prepare for unpaid furloughs because of uncertainty over the federal budget.

Despite the fiscal cliff deal, the future remains uncertain for federal employees because the legislation delays the sequestration for only two months.

White collar federal employees are underpaid on average by about 34 percent compared with the private sector, an advisory group said Friday.
