Stopping at a restaurant in Sarasota, Fla., on Wednesday, Vice President Biden stoked speculation that he will run for president in 2016. 

After greeting patrons at Station 400, Biden got on the phone with one woman's Republican brother.

“Look, I’m not trying to talk you into voting for me, I just wanted to say hi to you," the vice president said after a back-and-forth on health-care reform. "And after its all over, when your insurance rates go down, then you’ll vote for me in 2016. I’ll talk to you later.”

The pool report notes that Biden "of course, said it in a joking manner."
