Many members of Congress are responding to the death of Venezuelan President Hugo Chavez by saying it's a chance for the country to move beyond his reign.

One, though, is fondly remembering the former president. That would be Rep. Jose Serrano (D-N.Y.):

Serrano represents one of the most Democratic and heavily Hispanic districts in the country, in New York City.

This is hardly new territory for Serrano, though. He previously negotiated a deal on home heating oil with Chavez and has also praised Fidel Castro.
