Secretary of Health and Human Services Kathleen Sebelius said Wednesday that President Obama is not responsible for the botched rollout of his signature health-care law.

"No, sir," Sebelius said when asked directly whether Obama is responsible at a House hearing.

Instead, Sebelius pointed to the department she leads, HHS.

"We are responsible for the rollout," she said.

Pressed further, Sebelius responded to Rep. Gregg Harper (R-Miss.) by saying, "You clearly -- whatever. Yes, he is the president, he is responsible for government programs."

Elsewhere, House Minority Leader Nancy Pelosi (D-Calif.) said that it "doesn't matter" who is to blame.

"It doesn't matter," Pelosi said. "It matters that it gets fixed."
