Former Federal Emergency Management Agency Director James Lee Witt (D) will run for Arkansas's open 4th congressional district seat, he announced Tuesday.

"I've spent my adult life bringing people together at the toughest times of their lives and dealing with disasters," Witt said on a conference call, according to the Associated Press. "Nowhere needs disaster relief more than Washington. No place needs to be brought together more than Congress."

Witt headed FEMA from 1993 until 2001 during the presidency of Bill Clinton. He will join a Democratic field that includes community college instructor Janis Percefull.

The 4th district is held by Rep. Tim Cotton (R), who is running for the Senate in 2014

State House Majority Leader Bruce Westerman and businessman Tommy Moll are running for the GOP nomination.
